Hactl obtains HKQF accreditation for its 4 training courses


Hong Kong Air Cargo Terminals Limited (Hactl) – Hong Kong’s largest independent air cargo manager – has become the first cargo terminal and logistics company whose training courses are accredited under the Hong Kong Qualifications Framework (HKQF ).

The four courses that are now recognized under the HKQF are the Hactl Certificate in Temperature Controlled and Special Cargo Handling for Supervisors (QF Level 3); its Dangerous Goods Awareness Training Certificate for Material Handlers (QF Level 2); his certificate in conflict resolution (QF level 3); and its certificate in service excellence (QF level 3). Accreditations are valid for two years and subject to re-accreditation.

The HKQF was launched in 2008 by the government of the Hong Kong Special Administrative Region (HKSAR) and covers qualifications in the areas of academic, professional and professional training as well as continuing education. It aims to promote lifelong learning to improve the quality, professionalism and competitiveness of Hong Kong’s workforce. QF qualifications are quality assured and assessed against defined standards.

To ensure that courses are tailored to the needs of different industries, Industry Training Advisory Committees – made up of employers, employees, professional bodies and regulatory bodies from relevant industries – establish competency standards covering the main functional areas of each industry.

To obtain QF recognition for its courses, Hactl underwent an initial assessment to verify its capacity and resources to deliver the courses in a sustainable manner. Each course was then assessed to determine whether its planning and management, curricula, delivery modalities and assessment methods could achieve the claimed learning objectives and outcomes. The whole process took about a year and was complicated by Hactl’s need to adjust the original program’s curricula to meet QF’s skill standards.
